Your bios will automatically underclock your CPU when the speed isn't needed.
Whether you overclock your chip or not, it will still drop your FSB.
As you need the speed, your cores will begin to speed back up, and the orginal/O.C'd speeds will be at full use.
With some motherboards you can turn the setting off.
