I recently ran into this same problem with Windows Mail (running in Outlook Newsreader Mode) on Vista. The problem is not related to the push-pin (tack) in the lower right corner of the Send and Receive Dialog.

Fortunately, after a bit of digging I discovered a way to stop behavior and have the details hidden unless there is a problem. The fix involves editing the Registry, so before making the change listed below, you may wish to backup your Registry.

Start RegEdit.exe.
Navigate to the following key:
HKEY_CURRENT_USER\Software\Microsoft\Windows Mail

In this key you will see an entry for SpoolDlgPos. This entry records the position of the Send and Receive dialog box. The problem is that the SpoolDlgPos entry records the fully expanded window. To revert back to the original behavior (with the Details being hidden), simply delete the SpoolDlgPos entry. Restart Windows Mail and the dialog will once again be positioned in the center of your screen with the details pane collapsed.
