If you have all your fans connected to the motherboard, then Speedfan allows you to change the fan speeds as well as soom temp monitoring (though it has been woefully inaccurate for me at times). I don't think you can save fan settings in it, though, so you have to manually change the speeds at each startup.

You might also be able to change the minimum speed of your CPU fan in your BIOS. By default, the BIOS sets mine at 100% minimum, so I put it down to around 50% minimum which makes a difference in terms of noise now and no difference to temps, though with you having a Dell, it might not be possible.

For GPU fan speeds, you can set up fan profiles with something like RivaTuner and apply them to startup.
