Try using
CCleaner to clean out all your temp files, and maybe run the registry cleaner part of it and see if it finds any WLM leftover entries and delete them. And try this d/l of WLM 8.5

external link. Right click on the installer and if it says unblock at the bottom, then unblock it, and see if it will install for you.
