I finally got Firefox to install.
In all my tinkering I probably royally messed something up. Since I was on a new machine and had nothing to lose I did a system restore and started all over.
I removed Norton and installed AVG Free. Then attempted to install Firefox again and all went smoothly. I wish I could have found another solution because a system restore wouldn't be painless for anyone having this problem.
