The only thing I can think off is that the PSU is super cheesy and not capable of handling the mobo + other hardware and it is suffocating itself.

That or your case is not well ventilated and/or you need to add a couple of fans for more airflow

Third, you can get into the BIOS and manually adjust your fans to 100% so they are blowing at max all the time, it will get noisier but it will cool down your temps.

Last thing I can say is perhaps you used to much, to little or no compound at all when you installed the heatsink.
