Before we blame the possible faultyness of the fan, could we say that the PSU could also be the reason for the low rpm's?

I wanna weed out everything before we take that hunk of metal out and get a new one and have the same problem.

The old heatsink with it's fan ran at 2200 rpm's but it plugged into a 4 prong looking little slot in the mobo, this new one plugs into a 3 pronger sticking out of the mobo.
