Hello,
I had the same issues and found a nasty little item(consent.exe) showing up in my diagnostics as slowing my computer, little bugger hides itself on task mgr, when you hit show all users. This item can not be found anywhere except that I run Norton and it shows up as program accessing internet, blocked it there, cleaned up some more messiness and now computer seems to move a little faster.
