I found a hidden file called "fax" at c:\users\rich\Documents\. I deleted the file and created a directory called "Fax" at c:\users\rich\Documents\ with subfolders called "Drafts," "Inbox," and "Personal Coverpages." Clicked on Windows Fax and Scan, and viola!---it works! I hope this helps someone.
