Or are you referring to compaction ?
Since your referencing XP, the window('comes back saying etc..")is a Windows Live Mail prompt, not a Windows Mail prompt.
Compaction can only be done via the WLM interface.
Try the following to force a compaction on exit:
Temporarily disable your AV and any third party programs that monitor or scan email
Open WLM
Disable all automatic send/retrieve options
Set the compaction counter to 1
File/Work Offline
File/Exit
If it compacts, let us know.
