Try to run system in safe mode and check build-in admin account appear -if yes login to this account and create new admin account.If built-in admin not appear you have enable it remotly:
METHOD 1 User Account Password - Change from Win RE

Tools for reseting password also have option to enable/disable account (including built-in admin) for example http://home.eunet.no/pnordahl/ntpasswd/
