I'm having the same problem - Vista Home Premium x64 won't install SP2. Symptoms are identical.
How did you delete that folder and xml?
Vista does not let me do that. It first prompts for rights to do it, but then fails and complains that some rights are required (does not even say what rights). I'm using admin account but no luck
