You have trouble because the owner of folder C:\Windows\WinSxS and includes is TrustedInstaller not you or Administrators group.You have take ownership folder C:\Windows\WinSxS\Temp and all *.xml files in C:\Windows\WinSxS and then you can change permissions.But remember:TrustedInstaller still must have full control to folder C:\Windows\WinSxS\Temp!
