Follow the path
Control Panel->Administrative tools->Services
then locate WD and double click it, select "startup type" as automatic, then click "log on" tab, click "Local System account" and check the only check box available.
Click the "recovery" tab and make sure WD tries atleast two time to start, you can understand from the information you see there.
Now, click the "General" Tab and clikc "start"

Close the window.

Now locate the file Windows Defender in Control Panel and double click it.
It should start now!

After executing the following instructions the error was no longer displayed on startup, however, the error 0x800106ba still occurred when attempting to manually start the Windows Defender.
1. Click start
2. Type Run MsConfig
3. On the System Config Window Click on the Services Tag
4. Click on the "hide all Microsoft Services" option.
5. Click on the Start Up Tab at the top.
6. Scroll down to the Windows Defender box and Uncheck it.
7. Go back to the Services Tab and Uncheck "hide all Microsoft Services".
8. Click on Apply, and OK.
9. Restart Computer

Found and followed the steps below and they seemed worked for me. Did not encounter the error on startup and I was able to manually start Windows Defender:
1. Select Control Panel->Administrative tools->Services.
2. Locate Windows Defender and double click on it.
3. Select "Startup Type" as Automatic,
4. Click "Log On" tab and select "Local System Account" and check the checkbox.
5. Click the "Recovery" tab and make su
re Windows Defender performs at least two restarts.
6. Click the "General" Tab and select "Start" to start the service.
7. Click "OK" to close the window.
8. Locate the file Windows Defender in Control Panel and double click it. It should start now!
