I think the easiest way to tell is to look at the start bar.
Aero basic (thats for people who cannot get aero) has a black start bar and
the colour cannot be changed.
Full aero has different colours, is glassy, transparent in places.

If you think you should get aero but do not, then check for updated drivers
on the manufacturers website. You are looking for WDDM drivers, these are
aero enabled.
