Before you switch ISPs, I would try a couple of things.

(1) Get the make of your modem and visit the manufacturer's site. They may
have produced a vista compatible driver that you can download.

(2) Try the software you used with XP, or whatever your previous operating
system was. It may work.

Even if Tiscali doesn't officially 'support' Vista yet, you may still be
able to configure things manually.

That said, I'm still waiting for a Vista compatible driver for my own modem
[I currently connect via network], so you're not the only one. Switching
ISPs may not be the best solution.
