"No such thing as OEM upgrade"
Not always true.
When Windows XP came out more than 5 years ago, some OEMs did similar to
what they are doing today.
At that time some shipped OEM Upgrade CDs.
They had a very short and limited availability.
Whether there will also be OEM upgrades for Vista is yet to be seen.
