Have you checked IE 7's add on manager to see if its possibly an installed
Add-on object that might be doing this? It could be a malicious one too
trying keep it turned off so it won't be detected and infiltrate your
system. Click Start type Internet Options > click > Programs > under "Manage
add-ons", select and disable any suspicious add ons.
