Use "Disk Management"

Start > right-click on "Computer" > select "Manage" > on the left-hand pane
click on "Disk Management"

...then..

In Disk Management:

right-click on the drive which is to have its drive letter changed > and
select "Change Drive Letters and Paths" > hit the "Change" button > use the
drop-down list to choose a letter and then complete the wizard etc. etc.

NOTE: if you are changing the drive letter assignment for a CD/DVD-ROM drive
you may occassionally have to point Windows to it should you add remove
Windows components or somesuch. Also, 3rd party programs already installed
*may* have difficulty in that they already expect a certain drive letter for
the CD/DVD-ROM. If it becomes a problem, set it back to the letter it is
now.
