Go to "Importing from Outlook Express" in the first link I furnished:

Step 1 says create folder Documents\OEMail on the Vista laptop.
You will have to copy the OE data store to the Vista laptop.
In OE on the XP computer find the location of the store folder:
Tools > Options > Maintenance > Store Folder button
It is probably a very long address to a deeply hidden folder.
Highlight that information, ctrl-c copy it, then paste the text in notepad.
In folder options, select to show hidden folders. Use Windows Explorer
or whatever means you favor to navigate to OE's message store.
Copy all of it to the Vista Documents\OEMail folder you created.
Now, you really ought to be able to complete steps 2 through 6.

As to the newsgroup, what I suggest is that you post a message
there, after moving the .dbx's, regarding the rest of your clone.
