I had something similar when i goofed on my resolution setting. I found
that i was able to boot into safe mode. Once in safe modem hit windowskey+r
to open the run command. In the run command type msconfig. once in
msconfig select the boot tab and you'll see am option called "base video",
put a checkmark there. Then reboot into normal mode. You should then be
able to boot into windows and reset your resolution and refresh rate to the
right setting.
At least it worked for me
