B. The solution depends on the phase of the moon:
As suggested in the prior post, use the standalone instlaller.
BUT, use Adobe's Flash Uninstaller first and for both, Run as
Administrator by right-clicking the files.
If this doesn't work, go to the folder under System32/Macromed/Flash and
select all files. Set permissions for Everyone and Current User to Full
Control.
If this doesn't work, install Adobe's Debug version of Flash Player.
If this doesn't work, reinstall Flash Player 9, THEN:
Use your Vista Installation DVD to Upgrade to Vista.
(This last measure is a desperate move and may require reinstalling
some software. It WORKS! But, it definately a PITA. It works because it
corrects the permissions for the files that UAC corrupts and then adopts them
as "usable" in the upgrade.)
