Yes. File security IS a good thing. There are not many computers these days
that are NOT used by more than one person. If each person has their own
account, their files are kept separate from yours. You are not the only one
using a computer. The system has been designed for what the majority of
users do with their computers.

Try to delete the file through the program that created the file. It is
likely "that" program that has the file locked.
