When you are running "Disk Cleanup", you are running as an
administrator. The administrator has rights to delete. Where the confusion
starts is that with XP by default everybody was running as an administrator
at all times, but with Vista you are a user with administrative rights or a
standard user and you are prompted when an administrator is needed. Try not
to use all caps, it causes less flaming.
