It means your outgoing server requires authtication, or a user name &
password. You can set that up by going to Toos | Accounts | select your
account, Properties | Servers. At the bottom of that window it will say
Outgoing Mail Server. Put a check where it says "My server requires
authentication".

That should work, unless your ISP uses a different port number for their
SMTP server.
