The classic logon screen is no longer available in Vista. It's possible to
set the require CTRL+ALT+DEL to log on, but pressing these keys will still
take you to the standard Welcome screen.
Also, the MSC tools are not included in either of the Home editions of
Vista. You need to have Business, Enterprise, or Ultimate to get these.
