Hm. Turn off System Restore on C:, then turn it on again. It will force
allocating a space for Shadow Copy storage area on this partition. Then
create one restore point and rerun those vssadmin commands. There must
be no error from any writer.

Take a look into Event Viewer, maybe there are registered errors from
VSS or volsnap.
