Windows Firewall with Advanced Security is for fine-tuning the firewall
settings for a specific need. You can create, delete, or disable "rules" for
what it blocks and what it doesn't.

In my opinion the options it provides should already be accessible or
"built-in" when you access Windows Firewall the normal way. This is another
attempt by Microsoft to "keep users from doing things they shouldn't" while
at the same time, making things more difficult for an administrator to
access.

As for why you experienced an error pulling it up, I haven't the slightest
idea.
