I don't know what you can or can't buy from HP. You have to talk to them.

You can buy an upgrade version of Vista Business or Ultimate from your
favorite discount software retailer. You can use the Anytime Upgrade to
move from Vista Home Premium to Ultimate. That you would get from MS.
Frankly I wouldn't bother with it, I don't like the process I would rather
get an upgrade package.

As I said before, it is irrelevant whether the version you want to upgrade
is OEM or retail.
