Yes, I think it is. I've noticed that throughout every build. Notice
though, that as long as you go through the same process on a folder, you can
change the icon. I have not been able to do this at all on a shortcut on
Vista, as of course you can with XP and OS's before XP.
I'll try to see if I can get some info from MSFT. I've been wondering why
this happens myself.
