Are you referring to the clock time down in the notification area? Is that
the time that she is changing? Changing the time there requires access to
an account that possesses administrator privileges.

If she has an account in the administrator group or if there is an
unprotected administrator account (no password or one where she knows the
password), then she can continue to change the time. Close the loops so she
cannot access these settings and she'll be restricted to the hours you and
her mother have set.

If you've disabled UAC, consider UAC protected features as forfeit or
re-enable UAC to make use of them once again.
