I don't have a final solution for this problem yet, but I think third-party shell extensions may be involved.
Visit
http://windowsxp.mvps.org/slowrightclick.htm and try the steps listed in "Method 2" a go.
Note:
1. Be sure to run ShellExView as administrator using the "Run as Administrator" option in the context menu.
2. Changes you made in ShellExView are easily reversible.
