Yes. You can use the shutdown.exe console tool included by default in Windows XP/Vista. To know more, click Start, type "cmd /k shutdown /?" and press ENTER. You can create a shortcut to shutdown.exe (with valid parameters) on the desktop.
Alternately, you can configure the Power button to shutdown the system when clicked.
