Hi Mike,
It certainly works fine here. Without the winmail.exe entry, every operation in Windows Mail (Forward/Reply/New Message) took a 3 second delay in my system. I just double checked it for you, and can confirm that the FEATURE_MIME_SNIFFING setting really works.

This fix didn't work for me at all.. I am back to no entries in 'restricted
sites' and not running SpywareBlaster.. it's all up to Windows Defender
now.. :-)

Many users of Spybot (Immunize function) or SpywareBlaster or other programs
that add a large number of entries to Internet Explorer restricted sites
list experienced a severe performance problem in Windows Mail after running
the KB931768 critical update.
The following registry change resulted in an immediate return to normal
speed for a number of test cases. The following can be pasted to a .reg
file and run. Fix any word wrap so that the text from "[" to"]" is one
line.
Windows Registry Editor Version 5.00
[HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Internet
Explorer\MAIN\FeatureControl\FEATURE_MIME_SNIFFING]
"winmail.exe"=dword:00000001
