Did you back up your Outlook PST file(s)?
Outlook keeps your email in a file called Outlook.PST. By default, this is
kept at C:\Documents and Settings\<user>\Local Settings\Application
Data\Microsoft\Outlook (on XP).
If you only backed up C:\Documents and Settings\<user>\My Documents, and did
not also back up your PST file, then your email has probably been lost.
Search for any file called *.PST. After you install Outlook in the new Vista
installation, go to File, Import and Export, Import from another program or
file, and browse to the location of your PST file. Select it to import the
email into your new Inbox.
Hope it helps,
