No, you can not install Business since Ultimate will be installed when
you use the Ultimate key.
The DVD includes the 4 versions of Vista and the key determines which
is installed.

Return Ultimate and purchase Business, easier if you live in North
America.

While Ultimate is the only one that comes with a 64 bit DVD in the
box, you can order the 64 bit DVD or even CDs if you purchased, Home
Basic, Home Premium or Business:

As for why 64 bit is only included in Ultimate?
My guess...
1. Eliminates confusion of which to use for less experienced users.
2. Saves $ by not including what many will not use anyways.
3. Generally the power users that want 64 bit also want Ultimate.
