Error 691 (Invalid password error is it? ) usually happens when the Server is hung/down.
I am assuming u r using PPPOE,make sure u have all the settings right
(Same as XP).
I am using PPPOE in Vista and it works fine by default(w/o installing RASPPPOE etc).

Also make sure you have the "Service" name right.
