A number of people posting here have reported this issue myself
included - though you are the first i have seen regarding a laptop
..... and the power supply issue may be relevant .

I had previously upgraded from XP to Vista and installed over the top
and basically, I had an issue same as yours (though on a PC the power
supply element wasn't relevant).
Due to a problem with my motherboard, I had to rebuild my machine a
couple of weeks ago and subsequently reloaded Vista as a clean install.


That solved all the problems i was having previously -including those
you describe.
It could be that the issues were related to XP being written over - or
software running that was XP friendly but not Vista friendly ... I
have no idea.

The old operating system was saved by the clean install of Vista into a
folder named something like Windows.old on C - so all the data from my
mail / game saves and the like were recoverable - which was nice.

On the assumption that your HDD is NTFS formatted and you don't need a
format to put a clean install of Vista on your laptop - it could be a
method of solving the issues you are having. Worked for me. The system
is much much faster and smoother - despite my MoBo being fitted with a
slower chip that I was using before.
