I guess it's a domain evnrionment as he said "[...]through our server".
But I am hesitate to give a definite answer as you probably know that people
do experience some problems but not all, and at least, I don't know under
what specific cirucumstances would problems come out.
I hate to give people wrong expectations and only to blame them for not
doing enough "homework" or "research" when they are back yelling for
problems.
