Encryption is something you ordinarily would have to invoke on your own so
it's not likely encrypted. Also, I believe encrypted files have a different
appearance when viewed in Explorer. Hence, if these files look the same as
your other files and folders, I'd say encryption is not the issue.

Do you have any Norton or other security software installed as it's possible
you have some third party security software blocking the deletion and again,
what backup software did you use to create these files.

Also, did you try deleting these files in Safe Mode?
