You can install IIS using the following steps: (depending on your version of Vista)
1.. Open the Programs option by clicking Start | Control Panel | Programs.
2.. Under Programs and Features, click Turn Windows features on or off.
3.. Click Internet Information Services.
4.. Click OK.

A Inetpub, localhost...??? Does Vista Home Edition have some resource like that?
