Sorry Don,
I misunderstood that one completely. (haha) It should notify you by design only if Windows Mail is open. Otherwise you will not be notified of new messages until you open Windows Mail. The only option is if you want a sound to play with the notification.
If you already are doing this, then I am not sure why you are not being notified.
