Norton issues can crop up at any time. After 6 or 8 months and even after 1 year.Your issue is caused by Norton. Believe me. Follow the advice that is given and it should solve your issue.
Remove Norton using their on line tool available at the Symantec site. Install Avast free which will do as well in performance and finding virus as did Norton.
