I was getting this error as well. I completely uninstalled VS extensions, the
SDK and then the WinFX runtime, reinstalled them (in the reverse order), and
now it works.
Oh, I also recall running some MS-provided tool to get rid of "old" Avalon
bits (not that I thought I had any, but ...)
