A TCP/IP printer *is* a "local" printer as far as Windows is concerned.
It prints to a "local" TCP/IP port. It's not a "shared printer"
attached to another machine. You print directly to the printer, and
not to the "Print Queue" of the shared printer machine.
As for your speed issue, I have no idea. I have an old HP Laser Jet 4
Plus here that works at the same speed in Vista, XP and OS X. It's an
IP printer that is a "local" printer to all Windows machines.
