On my PC it's in Program Files > Windows Mail

Program files is by default excluded from the Search index.

I'm not sure that adding too much stuff to Searchindex is wise
because it is quite a performance over head.

Consider using Locate32 in conjunction with a default setup
of Searchindex. It is very complimentary and useful for those occasions...
ie. searching Program Files, that are outside the deafault index.
