I had this same problem, for me no need to delete the account, if you have your start up disc you can just do a system restore, i did and i got my account back within 10 mins.
It happened a while ago, but if i remember correctly i put the disc in my drive/go to install vista screen/check the boxes etc...then when you get the options .,choose install method , i think it was bottom left on that screen that says 'repair' click that. then a list of options comes up.. back up system restore...repair etc etc. i tried repair, didnt work, system restore....bingo!!!! back in business. hope this helps someone...
