Two things...
First, to get rid the message stuck in the outbox use this...

Note. To make the function you need available you must
follow the instructions, particularly those in the red box...
Second, to prevent the error reoccurring you must deal with the cause
which is most likely to be an incompatible antivirus program such as
Norton or McAfee (there are others).
Such POS must be uninstalled entirely and replaced with a compatible
product such as Avast -

When you changed you antivirus software it is a good idea delete and
recreate you account in Windows Mail (as you already did) to ensure there
is no lingering corruption.
