If the system boots and the keyboard works fine after pressing F1, you can
enter the BIOS setup by pressing DEL. There is most likely to be a setting
that you can select to ignore all errors on POST.

As you have a Dell, you are likely to have a USB keyboard. You could also
try looking for an option to disable the IRQ reservation for a PS/2 keyboard
in the BIOS.
