3 ideas come to mind

Have you tried outgoing authentication?
In outlook tools-accounts, change, more settings, outgoing server tab, then
check "my server requires authentication" -

If your behind a router, try to 'clone mac address' they could be
authenticating you that way.

If you are using an email system other than your isp's own then you may need
a special outgoing server name, something like 'smtpauth.youremailsystem.com'
